Labor law in Kosovo

Standard work week
40 hours across 5 working days (Law No. 03/L-212 on Labour, Article 20).
Probation max
Up to 6 months (Law No. 03/L-212, Article 15). If the employee is on sick leave during probation, the probation extends by the duration of that leave.
Annual leave (min)
Minimum 4 weeks (20 working days) per leave year; +1 day for every completed 5 years of service with the same employer (Law No. 03/L-212, Article 39).
Sick leave (paid)
Up to 20 days of paid sick leave per calendar year (Law No. 03/L-212, Article 41). Longer-term illness is supported by the public social fund per its rules.
Public holidays
12 statutory days observed by all employees, plus Catholic Easter Monday + Eid al-Adha and others granted by declared faith.
Notice period (min)
Tenure-based for indefinite contracts: 30 days (6 mo – 2 yrs of service); 45 days (2 – 10 yrs); 60 days (10+ yrs). Fixed-term contracts: 30 days notice. (Law No. 03/L-212).
Severance
Severance is mandatory on redundancy: typically 1 monthly salary per 10 years of service, capped at 3 monthly salaries per the Law on Labour. Termination for cause carries no entitlement.

How payroll works

Personal income tax (PIT)
Progressive PIT (annual taxable income): 0% on the first €960; 4% on €960 – €3,000; 8% on €3,000 – €5,400; 10% above €5,400 (Law on Personal Income Tax). Basic monthly deduction of €30 (€360/yr) applied automatically. Secondary employer withholds a flat 10%.
Social contributions — employer
Mandatory pension contribution of 5% of gross paid by the employer. Voluntary additional employer pension permitted up to 15%.

Mandatory pension contribution of 5% of gross paid by the employee (withheld by employer). Voluntary additional employee pension permitted up to 15%. Total mandatory split is 5%/5%; total employer cost is roughly 105% of gross.

Do I need a Kosovan entity to hire?

No — Merot L.L.C. is registered in Pristina and employs your team locally under a compliant Kosovan contract per Law No. 03/L-212 on Labour.

What's the minimum gross salary I can offer?

From 1 January 2026 the statutory minimum is €425/month gross; scheduled to rise to €500/month gross from 1 July 2026 by government decree. Hiring engineers, sales or designers, you'll typically pay several multiples of this — see the salary table above.

How does payroll tax work in Kosovo?

What language does the team speak?

Albanian is the primary working language, with Serbian also recognised. English fluency is very high among university-educated talent (EF EPI: high proficiency band). Many hires also speak German or Italian.

Is Kosovo in the EU?

Not yet — Kosovo is a potential EU candidate. However, since January 2024 Kosovo passport holders have visa-free Schengen access, which simplifies travel and on-site visits.
